Message GPS speed measurements are inherently 3-dimensional. They typically measure speed via measuring doppler shifts in the satellite signals. This means the speed measurement is 3-D and based on terrain (multipath, etc from mountains and terrain can cause errors). So, don't expect consumer GPS to be more accurate than 0.5 MPH in actual use.

Moreover, the speed displayed is smoothed so don't expect it to be realtime. A good thing though is the faster you go, the more this smoothing will help you. You will get more accurate results the faster you go.

Now, Differential GPS units are more accurate. For position, accuracy to a few cm vs. a few meters for conventional consumer GPS. This is what my team used in college for our autonomous helicopter. But, these units are $$$ and you need a stationary reference for them to work.
